Background
The PIT Answer Form is required to be filled out for all Emergency Shelter and Transitional Housing projects that do not participate in HMIS to complete the Sheltered Point in Time Count. Each PIT Answer Form contains information about all clients active in an Emergency Shelter or Transitional Housing project on the night of the Point in Time Count. The data collected on this form gives the CoC a clear picture of who is experiencing homelessness in Orange County on the night of the PIT.
Instructions
- Each non-HMIS participating ES or TH project should have its own form.
- Complete the project and client information in the PIT Answer Form spreadsheets (also found in the 2026 HIC and Sheltered PIT knowledge base article).
- Hovering over any light yellow cells will provide information about each column on the form:
- Complete each form with the required project and client information with clients who were active in the project on the night of the PIT. Clients are considered active if they are residing in the project on the night of the PIT.

3. Submit the forms
- Upload your completed PIT Answer Forms to your agency's Dropbox folder.
