Background
The HMIS Data Standards have been established by the U.S. Department of Housing and Urban Development (HUD) and other federal partners to allow for standardized data collection on homeless clients from Continuums of Care (CoCs) across the county. The collection of these data elements are required to meet HMIS participation and reporting requirements from HUD and other federal partners. Periodically, new data elements are introduced to address gaps with current data collection.
The data elements included in this article have been added or edited under the FY2022 HMIS Data Standards, and will be implemented in HMIS as of October 1st, 2021. The data elements included in this article are required for clients served in Coordinated Entry projects. Please review each data element for specific information regarding data collection requirements. For additional information on these data elements please review the FY2022 HMIS Data Standards Manual.
4.20 Coordinated Entry Event
Please refer to the Coordinated Entry Events article for more information on all Coordinated Entry Events. The following Coordinated Entry Events are new:
- Referral to emergency assistance/flex fund/furniture assistance
- Referral to a Housing Stability Voucher
- Referral to Emergency Housing Voucher (EHV)
Non-Housing Event Types
Referral to emergency assistance/flex fund/furniture assistance
The client received a referral for emergency assistance, for a flex fund, or for furniture assistance.

Housing Event Types
Referral to Emergency Housing Voucher (EHV)
The client received a referral with an emergency housing voucher project.

Screens in HMIS: Referral to EHV housing opportunity
Housing Events are tracked automatically in HMIS when a household is referred to a housing opportunity through the Community Queue.
In addition to tracking Housing Events, the result of these events will be tracked in HMIS through either the acceptance or denial of the referral.
- Successful referral: client accepted – The client is matched to a housing opportunity through the Community Queue, and is enrolled in the matched project. The result of this Housing Event is tracked automatically when the housing enrollment occurs.
- Unsuccessful referral: client rejected – The client is matched to a housing opportunity, but rejects the opportunity. This will be tracked by denying the opportunity, and selecting Client in the new field titled Denied By Type.
- Unsuccessful referral: provider rejected – The client is matched to a housing opportunity, but the agency denies the referral, or the referral expires because it has not been updated for 90 days. When a provider rejects a referral, this will be tracked by denying the opportunity, and selecting Provider in the new field titled Denied By Type.
